Late on a Friday last November, without public notice or legislative debate, Gov. Bill Ritter signed an executive order allowing Colorado's 49,000 state employees to choose a single union to bargain for their compensation and benefits. Going on strike may be made illegal, but without penalty. Largely seen as a payback to unions who allowed the Democrat National Convention to be held in Denver this August, Ritter's plan pits public employees against taxpayers, increases "union creep" into the private sector, holds the State budget hostage and takes away legislative responsibility to set wages and benefits; limits competion of non-union small businesses, stifles new business that might locate in Colorado, exempts financial disclosure to the U.S. Dept. of Labor, and creates problems of non -transparency and corruption where none existed. In Colorado, state employees earn higher weekly wages than those in the private sector. Well-known for her successful work to improve education in Colorado, Senator Nancy Spence is also a fierce protector of small business. She was recognized several years as a "Guardian of Small Business" by the National Federation of Independent Business and a "Friend of Business" by the CO Assn. of Commerce and Industry. She was elected to the State Senate in 2004, having previously served six years in the House of Representatives, and from 1980-1993, as a member, president and treasurer of the Cherry Creek School Board.
